hi, I got a letter from jury commissioner's office. it has my name and date of birth on it. how did they get my dob? can i file a lawsuit?

It probably was obtained from driver's license or voter registration records. Since people have similar names, the dates of birth are a means of identifying the person. You have no basis for a lawsuit, but if you ignore the summons for jury duty you might find yourself with some legal issues to contend with.
