Port of entry denial

Is it legal for the officers to deny a pregnant woman entry into the US even after she has shown sufficient proof of funds to cover the delivery expenses?

Border control officers can deny entry for many reasons. I'd be curious to know under which visa category she was attempting to enter. Arriving pregnant with apparently some intention of delivering the baby in the US (thereby making a new US citizen) may indicate some immigrant intent. If she was attempting to enter as a B-2 visitor, that might be sufficient grounds to deny entry.
