Is it illegal for a company to promote you, with a stated llpay raise, but not grant the raise?

Generally a company is free to set its own wages and may demote, increase or reduce pay or take other action so long as it pays at least a minimum wage and complies with other laws. Note however that work performed for a stated wage must be paid at that amount (so a company cannot retroactively reduce wages for time already worked).
