Landlord has failed to return security deposit

I vacated an apartment on 11/30/04. On the final walk-through, the landlord told me that I would receive the FULL amount of my security deposit in 30 days. After not receiving it after 30 days, I called her. She told me that her accountant screwed up and I would receive my deposit in the mail soon. As of 1/31/05, I have not received my money and now I can't get her on the phone. What are my rights in Baltimore?
