Can a Motor Vehicle Accident report be created by the officer if he/she has only spoken to 1 party in volved in the accident?

Yes. It's up to the officer to conduct their own investigation. However, that doesn't mean you can't challenge the contents of the police report in Court.

What is your concern here? That you might be sued and that the police report will be used against you? Or that you think you might have grounds for a suit yourself, but do not believe the police report reliably reflects what really happened? If you think you might be sued, or that you might have grounds for a suit based on the car accident, you should consult with a lawyer.
