Legal Question in Family Law in Massachusetts

I want to do market research on ages 13-17, and as part of that research I want to video tape an interview with the kid on either skype or a google hangout and then use clips from that research in the client presentation. COPPA stops at age 13, and I can't find anything that speaks to ages 13-17. Is what I'm trying to do ok?

Not without parental consent in writing and proper disclosures and releases. These kids are not legally capable of giving their consent to something like this.
