can i sue the state of mass?

So my sons father owes about 12k in childsupport. the state does nothing. i send them addresses where he is they say his mail gets returned and they cant serve him. i tell them where he works for the two days he holds a job each time. Nothing is done. Not until i scream enough do I hear from people. I have been in contact with them for years. I feel like a huge statement has to be made. The last time he went they let him walk back out the door. This is all insane.

My only suggestion is that you file a contempt action, and seek recovery from him.
