charging for services unable to provide

My propane gas company wants to charge a fee of $50.00 for minimum usage of propane. I have asked for a smaller gas tank, which they cannot provide. Is this legal? The company has switched hands a few years ago and they stated that a letter was sent out to customers expaining that they would start charging this minimal usage fee. I never received the letter which was not sent via certified mail. What are my options besides switching companies? Thank you for your time.

I am a little confused. Can you switch to another company? If the companyis regulated by the state, you can call up the state agency, and ask. Althugh I suspect that they charge a minimum because anything below would cost them money to deliver. This could be their breakeven point. You check your statement to see if there is a regulatory agency, or call the secretary of state's office. Should you have any questions, contact me at my office.
