Does my brother have legal claim to my mother's house after she passes because he has lived there for 6 years?

Not unless he was designated in her Will or on a deed.

I agree with attorney Roth. Your brother's only claim may be that of a tenant's. He may also have certain rights as either a named beneficiary under your mother's will, or as a beneficiary under the laws of intestacy.
