Is underglow l.e.d. or neon lights from the bottom of your car illegal to drive with?

Not that I am aware of. However, there may be several chapter 90 (m/v laws) that a person could be cited for to address the issue by the police. To answer your question: I would say it depends on the chapter and section that a person with such LED's gets cited for-then it would have to be argued out in court.
