how do u go about getting power of attorney or probate

Your question actually addresses two distinct concepts. A power of attorney is a legal document that allows person A to give permission to person B to transact business on his behalf. The powers can be general or they can be specific.

Probate is the orderly administratin of a deceased person's estate following their death. In order to transact business on behalf of the estate (the deceased person), you need to be appointed personal representative of the estate by the probate court.
