Yes, it can be enforced. However, the worst case scenario is if you do not take care of this matter when your license is up for renewal you will not be issued a new license. Furthermore, you will propably not be allowed to apply for a renewal even if you pay the restitution at that date. You will probably be treated as a new applicant and have to "show cause" why you should be granted a license when you did not comply with the agency's order.

Additionally, this order is probably appealable back to the agency or to some higher body. You will have to look at the agency's rules and regulations for your appeal choices.
