license suspension due to impaired driving in michigan

My friend lost his license after being convicted of his second impaired driving in the state of michigan in 2004. His first was in 1999 and was before the laws regarding drunkdriving changed. He was told that with the new law, if you were a 'multiple' offender, you need to attend aa meetings, submit letters attesting to your sobriety, pay for and be evaluated by a substance abuse counselor, and request a hearing to get his license back along with a $1000 fine. Both his convictions were for impaired driving, the first was before the law changed. Do the new restrictions and requirements cover him even though his first owi was before the law was put into effect and is this law for both types of offenses (impaired and dui)or just dui. Basically he needs to know what he has to do to get his license back. The first owi was in 1999 and the 2nd was in 2004. He is not on any probation and all his fines are paid off. He has not had a license since 2004.
