Can a father pull a child out of one school in one town and enroll her in another school in another town with out the mothers consent?

This depends on the custody arrangement and whether the mother and father were married. Generally, when parents have joint legal custody as stated in a divorce or custody or paternity judgment, they must both jointly decide on issues such as school. If there is no judgment in place, then the issue is more complex.
