Legal Question in Intellectual Property in Michigan

We are developing a cookbook for a local club, and would like to include an item published in another cookbook (The origin of shorbread). The cookbook is "A Year in a Scots Kitchen" by Catherine Brown. The article is "No Common Biscuit", There is a preface in the book that indicates "The author asserts her moral right to be identified as the author of the work" Does this mean that it would be legal to reproduce this article as long as we mention the author by name as the originator, and the name of the book it was extracted from?

No, it is a violation of copyright law to reproduce the article without permission from its copyright owner(s), which could be the author, publisher, or a bunch of different people. Giving attribution to the author and/or source does not make it legal.
