Legal Question in Personal Injury in Michigan

Hello. I was recently in a car accident on private property. The other driver was at fault. We both had no fault auto insurance but mines does not cover collisions, just liabilities. I contacted her insurance company and they offered to pay me $500 but since this offer, they have not returned my phone calls and appear to be avoiding me. Can I sue the driver in small claims courts for my full damages, which exceed $500?

If you both had auto insurance of any kind, you are limited to $500 for property damage.
