non-family members trying to take custody of love one

non-family members are trying to take custody of our loved

one (she old), they have been taking her money ever since husband deceased. We didnt know until now. They are taking us to court saying we dont deserve her. They gave her some type of state law that no one recieves anything until after trial. Is there anything that overrides state laws? or give me any information on heirship, legal custody, or something that a non-member cannot gain custody?
