Sue for estate settlement
would it be possible for my wife to sue her step father for her portion of her mother's estate?

It is possible, but to be successful, is a different story. There are many questions that need to be answered:
1. Was there a prenuptial agreement?
2. Was there a will leaving assets to your wife?
3. Were the assets jointly owned between her mother and her stepfather? If this is the case, you have almost no chance of recovery.
4. When did she die?
