Legal Question in Criminal Law in Minnesota

I was recently bailed out of jail for 12,000. The bail bondsmen put the money up before I paid him because I said I needed to cash a check. By the time I got out, the banks were closed so I called him and told him the situation. I didn't sign anything but over the phone we had agreed to 700-800 for the bail because I was a student. I called him again two days after getting out, and he is trying to charge me 1200. Can he have me arreste if I don't pay him?
