Can the city attorney add charges that the police department said they were dropping? I received a phone call from the police chief saying that they were dropping two of my three charges. When I got my summons there were still the three charges. Charge 1: DUI 4th Deg, 2: Failure to provide Insurance, 3: Expired registration.

The Police only have limited input on charging decisions, regardless of what they tell you. The Prosecutor will make the ultimate decision, Mr. Hanson has it correct in his previous response.
