Child Support

My sons father hasn't paid more than 2 small payments in 3 yrs and now he's telling me he want to take me to court to sign over all rights, can he do this? Would he still have to pay childsupport beacause i think thats why he wants t odo it so he won't owe anything because he's having his 3rd kid? How do i go about getting child support when the county just isn't doing enough to get it?

The father may not voluntarily terminate his parental rights without your agreement. If his rights are terminated, any prosepective obligation for child support would cease.
