Of course copyright is held by someone -- not necessarily the photographer. Could have been a work for hire, or property of an employer of the photographer; also could have been sold by the photographer. But the niceties of ownership are likely outside the unstated concern that you raise, and you should simply assume that you cannot make copies of the postcard without authorization by the copyright owner.
