Legal Question in Real Estate Law in Minnesota

My dad sold my moms stuff, (jewelry, craft supplies, paintings, antiques) without consent. The people that he sold the stuff to is mainly his sister-in-law. Is it unlawful to sell another person stuff without asking? Who is to blame? What legal action can be taken? Does she need to fill out a police report?
