Illegal to receive pay @ 'with dependents rate' & refuse support to dependents?

Estranged army husband (of 22 years) refuses to support me. Is there a regulation stating that it is illegal to receive pay at the 'with dependents rate' and refuse to support the dependents?

Sounds like he might be manipulating the system. If you are listed as a dependent then there should be an allotment. Maybe you should contact the Personnel Officer and see what's happening.

He is required to support his dependants by regulation but the amount of the required support is the difference between the with dependents and the without dependents rate. Counsult a JAG. You might also consider seeking a judgment for separate maintenance and support for whatever amount the court believes to be reasonable, and the amount can then be garnished directly from his pay check.
