Modification of Father's Visitation

My ex gets our 2 daughters, 6 &10, every other weekend. A month ago DHS was involved with abuse on his oldest daughter,13, and my children were present. DHS also talked with my kids at school. All 3 kids told the same story and my ex lied about what happened. SInce then my 10 y-o has brought many other dysfunctional stories to my attention.My ex also has 2 step children, the 13 y-o girl told my 10y-o of how to perform oral sex and the 8 y-o boy was talking about sex to my 6 y-o daughter. DHS told me that it would be in their best interest not to go back to my ex's until the child abuse investigation is finished.In the mean time, my 10 y-o and I have been to a Christian counseling center and I was told that I was doing the right thing by keeping them at my home, the things that my 10 y-o told her was completely dysfunctional. Now, we are entering into family counseling with my 6 y-o and my husband now. This will be 2nd time I have refused his visitation. I know that he could file contempt charges and I need to file a petition to modifiy visitation with the court but I cannot afford an attorney. Please could anyone provide me with any helpful information?
