Legal Question in Family Law in Missouri

I am an 18 year old female high school student from Kansas city Missouri and I left home last summer due to violent and abusive situation. I have been basically homeless ever since. The school has been very supportive and I have received several scholarships. However I cannot access these funds or go to college without my Ss card, birth certificate and citizenship papers (I am an American pakastani Muslim) which my parents are withholding from me. Is this legal on their part? Can their Medicaid and food stamp benefits be affected by their failure to return these documents to me? New citizenship papers cost hundreds and take up to a year or more to get. I have no money, I cant even get a job and I don't want to lose my scholarships.

It sounds Luke you mat need to either reconcile with your parents long enough to get your papers, or retain a lawyer to obtain the documents from your parents.
