can my 16 year old daughter draw out a contract for babysitting

She can certainly draw one out.

The issue to consider is that as a minor, any contract your daughter enters into is voidable at her option until she is 18. This excludes items that are deemed 'necessaries' by the law. So, she's got nothing to lose by entering into contracts for babysitting.

I would advise against this course of action for a simple reason: Most parents will not want to hire someone who asks them to sign a contract when it comes to babysitting. A better way for your daughter to achieve the same result is to sit down with the parents and specifically set out her duties and responsibilities. If the parents violate their end of the deal, then she doesn't babysit for them anymore. Plain and simple.
