In Missouri, is it legal to charge 38% of one's income for medical insurance at a 29k income bracket?

If the insurance is mandatory, then there may be a limit to percentage that can be withheld form pay. But, if the insurance is optional, then the price is market driven until new health care legislation provides subsidy or limits withholding.
