can a tenant use security deposit for last month rent

If the landlord agrees to accept it, yes. Otherwise, no. The tenant must pay the last month of rent and wait for a return of his or her deposit. If the landlord refuses to provide the deposit in 30 days, or fails to make an accounting of how the deposit was used within 30 days, by statute the tentant can sue to recover double the amount of the deposit.
