Legal Question in Social Security Law in Missouri

1994 brother-in-law passed away. Two children living with mother received ssdb.Now one has turned 18. Found out of these benefits. Mother used them inappropriately,for her own use. When daughter received one of these checks,after she mover out of home,mother threatened to report her for theft if she cashed it. After that mother had them direct deposited in her account so this couldn't happen again. Received checks on her for a year after she moved out. The child at home doesn't have health insurance,mother says she can,t afford it. They have 3 incomes with ss couting as one. Is this fraud and where do we start to get legel action started.
