Bond not waived even with all parties signing waiver

All heirs signed appropriate document but the Probate Bond was not waived by the court. Why would they not waive it?

One reason why a court may not waive the bond, has to do with yoru assertion "all the heirs" You do nto knwo for sure who all the heirs are until the time for claims has expired. The law assumes there is a love child out there that the other heirs did nto knwo about, until their time to raise their claim has passed.
