if estate was not probated how do i get a notarized statement and final order of distribution for my husband passed away 1999

What you seem to need is an Order determining heirship. You get that form filing a proper Petition to Determine heirship. The actual property passing must be listed, as that is wht the court will order. The time for probate expired years ago, so some items may not ever be recoverble. But, as to cars, houses, etc., the Courty will issue an Order specific to that property,. You will have to list all the surviing relatives of your husband and send notice to them. You should hire an attorney to help you do this correctly. But, this is one of the very few areas where Probate Court presonnel can assist you.
