Effective for what purpose?

If you get a restraining order and the person violates it, you can have that person arrested.

A restraining order will not save your life if someone wants you dead.

You also have Second Amendment rights as an alternative to fleeing or falling victim.

It depends upon the language of the order; however, enforcement in another state could prove very difficult if not entirely futile. If, for example, the order states that the person restrained may not contact you by text message or email, and that restrained person sends you a text or email, it should not matter which state you are in when you receive the message; however, you will probably have to seek redress from a Nevada court after you return to Nevada.
