Can I file a claim and, if so, where?

I bought a house in Virginia with a Navy buddy. This ended up being a big mistake as the house ended up being foreclosed upon. I also had a home improvement loan on the house that did not get settled in the foreclosure. I have a settlement agreement for this loan, but now I want to recover half from the co-owner. I currently live in Vegas. Do I have to file a small claim in VA to recover his portion or can I do it here?

Virginia. Venue is always in the location of Defendant.
