Service of Process on defendant who has abandoned state

I am a plaintiff in small claims, Justice Court, Las Vegas, NV matter. Due diligence was done by me, a title company and the constable to serve the defendant. She must have left the state. We are totally unable to find her. When I went to court for my hearing, I was told since she was not served, the judge would not hear my case. I was told to ''publish'' but this cannot be right. Not in small claims. This matter is for $800. Hiring a lawyer, detective or other professional to find her is not reasonable. What can I do to get a court order which will release funds at the title co. who require her signature and mine for repairs to be done to my home for the past 2 1/2 yrs since she sold me the house? Thanks for your help.
