Legal Question in Juvenile Dependency in Nevada

My 15 year old daughter was stopped for shop lifting at a local target. Because my wife and myself responded. I was told there would be no prosecution or restitution. The total value was of property taken was $23.00 After 3 months of time had passed, I received a letter from a law firm demanding $291 dollar in restitution. Like everyone else we are struggling to make ends meet. We tried to offer some nominal payment type plan, but they demanded a much higher payment. When I told them we couldn't afford it, they hung up. They have since called my home every day and will not accept a payment plan we can afford. What recourse do I have? Since she's 15, does this just stay against her or I guess the real question is what's the next step. I think the restitution amount is way out of the box. We don't know what to do since we have no extra money.
