Legal Question in Consumer Law in New Jersey

Deck Contractor

A contractor agreed to build a deck for me for $4200. He received $2700 but only finished 1/4 of the deck. He doesn't return calls and did not sign for a certified letter that I sent him. What are my options? Can I sue for fraud? How much can I sue for? The contract that we signed for the amount above...but didn't have a start or end date. It also didn't have a warrenty. Please help. Thanks
