Legal Question in Credit and Debt Law in New Jersey

I was contacted by an agency collecting a debt. The original debt started in 1998 for stupid magazines that they tricked me & didn't allow me to cancel. Then on 7/9/03, I set up a payment. Now they are calling me to collect the debt. It is now 3/18/08 & today they tell me that the card did not have sufficient funds. I have to do some extensive research to see if this is correct. Am I still liable for this debt or has it passed the statue of limitations? Any advise would be greatly appreciated. Thanks
