ticket GIVEN TO PASSENGER

I would like to know if a passenger in a car, who is driving with an individual who does not have a liscence and gets pulled over on the Jersy Pike can the officer give a ticket to the passenger also who I might add did not have her liscence with her...

If the officer believed that the passenger may have been a licensed driver, he/she would have given the ticket based on his/her opinion that the passenger was allowing the driver to drive without being a licensed driver. There is a specific statute that applies in this situation.
