Legal Question in Health Care Law in New Jersey

what happens if the next to kin has no legal papers,haven,t seen my cousin in 8yrs,she is in the hospital on life support ,we found out her brother died 10/29/04.my wife virginia was the emergency contact from past hospital records.we have no access to her apartment we tried with the police &the town of new milford nj and the town social worker every were we turn we run into a stonewall.also spoke to the doctor and her chance of quality life is zero. we were called last week that she was in the hospital and then a doctor called my wife in the middle of nite to perform a procedure to relieve pressure on the brain.what do we do? and what legal action can we take without being responsible for bills,we did find she as medical insurance....she is 64 yrs old.....thanks rjfesta
