Can I start part time my own business?

Dear sir,

I am on H1b1 visa. I am software engineer.

I want to start part my own software busness.

I would like to continue my job at the same time.

Can I start part time my own business?

If you yes what do I have to do to start the business?

I don't have any work right now But If I start the business

I will sure I will get enough work.

Please help me.
