Legal Question in Insurance Law in New Jersey

CHAPTER 375, P.L. 2005: Dependents in NJ

In May of 2006, CHAPTER 375, P.L. 2005 was signed to provide continued insurance coverage for those fitting the stipulations (less than 30 years of age, unmarried, without their own dependents, NJ resident, have no other coverage). I qualify for all categories. Prior to graduating from college, I was covered under my stepfather's United Parcel Service benefits. After informing them of this new change in NJ law, I was told that they are not required to abide by individual state law - only federal. Is this true, or are all companies operating out of New Jersey under obligation to observe this law? Thank you.
