An employer can "threaten" to withold your paycheck for this reason or for any reason.

However, your employer can not lawfully withold your paycheck for this reason or for any other reason.

If your employer witholds your paycheck they then become subject to fines and penalties from the NJDOL for late payment in violation of the NJ Wage Payment Law.

Regards.
