If you are a non-exempt employee (that is, subject to the federal and/or New Jersey overtime payment laws), the answer to your question is "no". You must be paid for all hours worked, and training - whether useless or valuable - counts as hours worked if your employer is requiring you to be there. However, if you are an exempt employee you likely would not be paid. You should talk with an employment attorney who will review your facts, analyze your employment status (there are some very specific "tests" that are used to determine if you are exempt or non-exempt), and provide advice regarding how to handle this matter.
