Legal Question in Employment Law in New Jersey

My question deals with the employees responsibility when it comes to cdl training. I have been working at my current job for 2.5yrs. I am a electrician with a normal class d drivers license and drive a normal e150 work van. Friday I received a letter along with my paycheck mandating I receive my class b cdl with air brake endorsement and a the name/number for the local training agency. I called the training center to find out the training totals to 1200$'s the kicker is I was issued to letter nov 4 2010 and it states cdl needs to be acquired by dec 31 2010 being unable to pay for the training legally what are my rights? Btw cost of training is expected to be paid out of pocket
