Legal Question in Landlord & Tenant Law in New Jersey

is it illegal to lock all the doors from the inside (double lock) and bolt all your windows shu so no one can open it with a 17 year old and 2 year old in the house (not giving the keys for the top to the 17 year old)?

We are suspicious of him sneaking out, How much trouble can we get for doing that and why is it illegal?

Some municipalities construe this as a danger, as it prevents easy escape in the event of a fire. That would be the case even if the key was hanging on a hook 2 feet away, and more so if the key was hidden.
