Is the landlord liable to refund to the tenant the oil that is left in the tank when the tenant moves out?

Some leases provide for allocation of fuel in the tank. If the lease is silent on the point, the tenant can take any excess oil that it provided, but cannot compel the landlord to pay for any fuel that is abandoned.
