Legal Question in Landlord & Tenant Law in New Jersey

I am renting in NJ. I was told we had our own utilities. The landlord pays for water for the whole house. They asked that they keep the electric in their name for a few months to refinance the home but the gas is in our name. After freezing all winter and having high bills I investigated and we are paying for the basement apartments utilities. What are the share3d utilities laws in NJ? I asked before renting if the utilities were separate and was told it was.
