Motion for fees

In a medical malpractice case, can the defendants attorneys or judge file a motion for fees to be paid by plantiff?

Not ordinarily. However, if the litigation is frivolous or there is a violation of ruels of conduct or an offer of judgment was made, then these circumstances may give rise in very limited situations to liability for an adversaries attorneys fees.
