Legal Question in Personal Injury in New Jersey

With the law in NJ about pedestrians if a person is 5 cars back at a light and it turns green and the cars in front go ahead and the person goes but there is a person on the sidewalk waiting to cross and they have the don't walk signal is the driver supposed to stop for the person to cross the street? And if the person decides to cross anyway and the driver tries to stop but isn't able to in time are they liable if they were obeying the law while the pedestrian was not?
